This design is based on the three ideals of law - justice (courtrooms), service (administrative offices), and education (library). Each element is represented in a complex massing which creates a formal edge on the new central mall, then reduces in scale as it steps down toward a more informal plaza. The library section contains 380,000 volumes accessibly arranged around a series of reading areas which are positioned to maximize daylight and views. The brick exterior with precast stone trim harmonizes with both the traditional and modern surrounding buildings. This project was awarded the Louis Kahn Award from American School and University in 1989.
